Brian:

You have to detach the xref to eliminate xref-dependent layers. If
VISRETAIN=1, then you have to ensure that the layers are still present in
the xref before it's attached. The soon-to-be-released SuperPurge 2.0 will
be able to purge xref-dependent layers, so watch for an announcement here
when it is released. :)

If you explode the bound xrefs and purge, that should do it...if
you are looking to incorporate into existing layers, you may have to
detach and then insert as wblox.
