and sign (also only sign).

Is there a FREE PGP command line app that is compatible with 8.0?

Is there a FREE PGP DLL which I can add to my program to simply take care of

The only free PGP implimentation out there is GPG. GPG can be found
at GNUPG.org. There is a Windows implimentation out there. I don't
know if it will help you though.

Yes it can. Because the patent ran out on RSA, I believe gpg can now
produce RSA keys too.
