Self extracting files from download of RC3 do not extract

I must be doing something really silly.

I downloaded the RC3 pro version of W2K from MSDN Universal site.  I got two
modules

12/31/99  08:09p           300,005,400 EN_Win2000RC3_Prof.exe
12/31/99  03:49a            48,058,204 EN_Win2000RC3_Prof.r00

I have them in the same directory, and try executing the first one, both
from NT explorer and a command prompt.  Nothing happens - no errors, no new
files created, nothing visible at all.

I'm doing this on NT4 SP5, workstation.  I've turned off virus checking just
in case, no change.  The downloads completed without error.  I also pulled
the supplement down and tried that, same - nothing happens when I run it.
What am I missing here?

In regard to the below, a slight correction: they do not do nothing, they
create a process and just sit there.  I went to delete one of the temporary
files, and could not.  Checking further, I had about a dozen processes
running these self extracting executables.  They were getting no CPU time,
just sitting there.

I killed them, tried again - same result.

Is it trying to find something, or does it need some setup prior to running?

It sounds like file corruption, probably the .exe. Try downloading again.

I tried this on a different system, and it worked fine.

I have some problem, apparently, in this particular system that keeps any of
the MS WinRAR Self Extracting Archives from running.

A possible connection is I have something on the same system that keeps
Technet from installing (it hangs).  I can install it manually and it works
fine, and other products (quite a few, including SQL and Visual Studio)
install fine.  Very strange.

Any ideas welcomed, but at any rate I can expend these on a different
system.

I created a VB program with multiple files in it . How can I put it together
such as a self-extracting zip file or install file that can create all the
directories I wanted ?
