1. Installation Error 1317 Error creating dir.

Hello,

I am trying to install VS.NET and every time I start I get
a few seconds into the installation and get the following
error:
Error 1317.An error occurred while attempting to create
the directory:C:\Documents and Settings\All
Users\Application Data\Microsoft\MSDAIPP\Offline.

If I go to that location there is a folder there
named "Offline" that cannot be opened or deleted.
