Why?

ALTER PROCEDURE dbo.GROUPS_SelectAll

AS
SET NOCOUNT ON

SELECT
        [groupID],
        [name]
FROM [dbo].[GROUPS]
ORDER BY
        [groupID] ASC

Your output parameter needs a default value. Change it to:
