Make sure the following DWORDS do not exist in the registry keys noted:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Messenger\Client
PreventRun
PreventAutoRun
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Outlook Express
Hide Messenger
If no joy, check these keys for anything suspicious:
