How do you add ALT tags to hotspots?

I'm trying to make my ageny's web page Bobby (handicapped accessible)
compliant. On our index page (listed below) it says that one of the problems
is that hotspots listed in our main graphic do not have ALT tags. I go in an
add them where I think they go, yet Bobby returns the error. Any
help/guidance would be appreciated...

You can do that in the HTML View, just find the hyperlink and add:
alt="Your text goes here"
to the tag.

Or download Jimco's add-in that does that for you in a little menu:

It looks fine to me. I get the alt popup descriptions on IE 5.5. From your
source it appears to have been done right. What is Bobby?

order to further its mission to expand opportunities for people with

This is the error message that I am getting in the Bobby 3.2 software:

Provide alternative text for all image map hot-spots. (3 instances)
Line 24, Line 28

Yet it is unclear to me where to put the ALT tags or even what they should
say. I think it is an bad-formed HTML issue. Here is there code, lines

This is the error message that I am getting in the Bobby 3.2 software:
