What exact difference can I smell between asp and htm or html ?

When I create the page from front page 2002 ,  I can save page as asp page
or htm/html page.

Now which one should I follow ? asp or htm/html?

Can I see the difference ( like fastness, fancyness or what else you can
tell) - right-away in simple one line page  "hello world"

ASP (Active Server Pages) is a technology which uses a combination of
server-side scripting code and HTML in a single "page" or "script." When a
request for a page with an .asp extension is received by IIS, it sends the
request to the ASP ISAPI for processing. Therefore, unless you have
server-side scripting in a page, it is more efficient to save it with an
.htm or .html extension.

1. ASP or not ASP!

I would like to know if I need my web-site and database to be on an ASP
Server or can I let people add information to my database through a form
without being on an ASP Server.

Eventually I would like other people to be able to extract data from the
database but at the moment I only require them to be able to input data.
