Will Frontpage 98 come with IE 4.0?

Will Frontpage 98 come with IE 4.0?

 It would be great if the Frontpage 98 disc came with IE 4.0, then I
wouldn't have to have a 16MB file on my computer!!!  It says on the
Frontpage web site that it will be bundled with IE 3.0... How come?  It's
supposed to come on in October, right?  Well, IE comes out in September....
I understand the demands of burning discs BEFORE the release date, but they
could hold back Frontpage 98 until IE comes out... That's my opinion...
anybody have any answers?
