HTML 3.2 - "value of attribute "NAME" must be a single token"

When I validate my web site  http://www.able-consulting.com with
the HTML 3.2 validation checker  http://validator.w3.org  I get
an error message:

     "value of attribute "NAME" must be a single token"

on the following HTML:

    <meta name="Microsoft Theme" content="blends1 111, default">

Why?

I have the DOCTYPE set to:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2//EN">

I also used FrontPage 98 to create my web site.

Why when I run the sample page
    http://www.able-consulting.com/newpage2.htm

through the HTML Validator at
    http://validator.w3.org/

do I get  the error message
    "value of attribute "NAME" must be a single token"

for the following HTML
   <meta name="Microsoft Theme" content="blends1 011">

Doesn't FP 98 generate valid HTML 3.2 syntax???
