1. PDF Form != PDF Form

Yesterday it became clear that there are two meanings to "PDF Form".
The first is the adobe meaning and what most on this group speak of.
The other is those that you get from *.gov and other sites that need
to be printed, filled in, signed, and snail mailed.

The question I was asked, for the *.gov type, was "Is there any way
to put the text in the PDF then print/save it?" (Something like
being able to place sized text boxes on top of the pdf page images.)

Anyone know how this can be done in a reasonable manner?
