FLTSIM95.CFG wont save!

The .cfg file will dynamically configure the joystick settings each time
you load FS.  To alter this, you must set the LOCKED =  line in the .cfg
file....check out the Fs95 readme.txt file and set what the setting is....

FLTSIM95.CFG wont save!

Am a Microsoft Flight Simulator for Windows 95 user.

When I attempt to make changes such as setting the joystick "on" or
disabling the "show this screen on startup" the changes DO NOT get
saved.

After closing Flight Simulator, if I examine the FLTSIM95.CFG file using
notepad,
all the numerical entries in the joystick and preference sections are
wiped clean
(that is to say BLANK:  e.g.: "BUTTON_DOWN_EVENT_00=".

I have attempted to manually edit FLTSIM95.CFG, but the changes are

Making the file read-only blocks the overwriting, but makes me unable to
save new changes.
