You need the Device Driver Developer's Kit (DDK). On MSDN Pro (or
better).

Hai Mark,

There is also a UnitTool tooklit for devoloping
printer drivers. I haven't worked with them yet.
But according to what I have heard it can work on
almost any standaard printer.
