A very few municipalities and cities have them available on line.

You can purchase a copy from the code authority, ask the building dept.

Most metro libraries have a copy you can inspect.

Try looking at www.dc.gov and going to the Department of Consumer and
Regualtory Affairs.  They are the people who issue building permits in
the District.  Fire and EMS are the people who have the Fire Marshals.
The Department of Public Works will let you know if you can tear up
their sidewalk or street.  Of course, you will have approval of the
Zoning Commission before you start, right???  Then, because it is the
District, you may need approval from the National Capital Parks
Planning Commission, Department of the Interior, Congress and other
various agencies that have nothing to do with building but everything
to do with tape - red, that is.
