Assuming you're using "-- " to be a proper delimiter, then no.  :)

Nope.  It's both.  But it's more common in news.  Still, this Eudora,
I'd expect them to get it right...

1. 5.1 and Reply Quoting Selection

In previous versions of Eudora, Reply Quoting Selection would result in the
insertion point below the quoted text by 1 line.  In 5.1, that behavior
appears to have changed so that the insertion point is still below the quoted
text, but it appears right under the quote, so I have to hit return now in
order to put an aesthetically-pleasing space between the quoted text and my
reply.  There doesn't appear to be an x-eudora-setting to govern this
behavior.  However, I would argue that the extra space should be there by
default.
