Loss of Internet Access

After applying an XP update, I can no longer access web
sites. Outlook Express works fine and I can get to most of
Yahoo's pages (news, current stock quotes). I went into
the control panel, disabled IE, re-booted; then repeated
the process rte-adding IE. No change. Why can't I get out
to other sites.
 
 
 

1. Exchange and loss of Internet connection

We are running Exchange 5.0 with SP 1 on an NT 4.0 server with SP 3.  Last week  
we lost our dedicated Internet connection to our ISP (US West had hardware
problems).  While the Net connection was down, users were unable to use the
internal mail capabilities of Exchange (we use both Exchange and Outlook
clients).

What can we do in the future to allow us to continue to use internal mail while
our Net connection is down.
