Turning off Reminders by default on Appointment Items

Does anyone know how to turn the reminder off by default when creating a
new appointment Item.

1. cannot turn off the reminder

Error: cannot turn off the reminder

I have a handful of Outlook clients (98/2000) who can't turn off any
reminders from a migrated mailbox. We have applied the Outlook 98 hotfix
without any success.

Also, used ExMerge to copy mailbox contents to pst, deleted mailbox and
copied contents back in... same result.

Any ideas?
