Does anyone know if there are tools to delete or move large numbers of
messages from public folders, or how to setup for messages in a public
folder to be automatically deleted after a time period.

You can set Age Limits on your Public Folder data.  In Exchange 5.5 if I
recall its on the limits tab of the Public Folder.

For Exchange 5.5:
For all public folders, go to the properties of the Public Information Store
and on the age limits tab check the box to set a number of days for all
public folders.

For individual public fodlers, go to the properties of the Public
Information Store and on the Age Limits tab you can specify the age limit
either by the local replica or all replicas.  Set the number of days that
you want to retain in the folder and anything else will be deleted during
the nightly maintenance.

For Exchange 2k:
You can also set it for all folders which is on the Limits tab in the
Properties of the Public store.  You want to set the age limits.  Or you can
do it on an individual public folder which is on the limits tab in the
properties of the public folder.  Again, set the age limit.
