Deny Internet Email to certain users?

Is there an easy way (other than going into each mailbox and deleting the
address) in Exchange 5.5 to give certain users access to send/recv Internet
Email, while denying it to everyone else?  Our company is moving from MS
Mail to Exchange, but only a few people need Internet Email.  I'd rather not
let everyone have access to it.

Use the Delivery Restrictions tab of the Internet Mail Service.

    If most people DON'T need Internet access, then add the names of the
users that do need access to the Accept messages from: list on the Delivery
Restrictions tab of the IMS.  Users not on this list will not be allowed to
send/receive Internet email.
    If most people DO need Internet access, then add the names of the users
that don't need access to the Reject messages from: list on the same page.
Users not on this list will be allowed to send/receive Internet email.
