We have a critical machine that always needs outlook
client running because of client based rules. I need some
type of program that will notify me if the outlook client
is closed or not running. Is there a way I can set this up
in Exchange 2000? Your help will be much appreciated.

Well depending on what your rule does on Outlook, you could build a server
side rule to run a script or reply a message.  I have personal worked with
creating auto replies that ran server side and they worked well.  Here is an
article that can guide you (if you have Outlook 2000 or higher). Good Luck!
