The best way is to create a new mailbox and then a new Distribution List
containing all people (and this new mailbox).
If people need to send an email to everyone in the org, have them use this
DL.
Rather, if they send an email by selecting individual names, I don't know of
any other way than to use Message Journaling. But, this will keep a copy of
all emails of all employees. See this KB for details.
