New mail notification causes last used app to become the active app

I am experiencing an interesting issue with Outlook 2000.   I am able to
reproduce it even on a bare-bone configuration.   I do a fresh install of
WinNT WKST 4, then install SP6a, then install Outlook 2000, then Office2K
Sp1.  Noting else installed.
The problem:   Outlook is running along with two or more other programs.
 I have found that it does not matter which other programs are running.)  I
used IE and Notepad or Wordpad to test with.
If I am in Program A, and then switch to Program B, (but not minimize A),
when a new mail notification pops up and I click NO, Program A will move to
the foreground and become active.
This will not occur if Program A is minimized when the notification occurs.

I have tested with several applications open, and it will always revert to
the application used prior to the CURRENT application when the notification
occurs.

I know this may sound confusing to explain.  It is, but I have tested and
reproduced over and over. I called MS Office support, but never got far and
I did most of the troubleshooting.  Unfortunately, MS Office techs will not
give a call back number and the guy we had never called back.

Oops, had my Outlook express configed with the wrong name.   The from should
be James Zeller, not verio.

Hello James -

Your issue would be more appropriately posted in a newsgroup that deals
specifically with Outlook.  These newsgroups include
microsoft.public.outlook or microsoft.public.outlook.general.  Although
these newsgroups are not monitored by Microsoft Personnel, please know they
are monitored by Outlook users, such as yourself, who will be able to help
you with your issue.

sorry to reply to the group, but your email comes back undeliverable:

I am participating in the MSDN Support Trial, and was trying to get this
issue answered via the newsgroups, as the info I received said I could do.
Why is it that Outlook is not covered in a monitored newsgroup?
Calling MS has been of no service, because I am directed to the Office
support, which I find is not as knowledgable as the techs I've had for
BackOffice issues.  Granted the support charge was only $35 dollars, I
expected more that what I got.... which was no return call, and no way to
contact the tech back.

Please advise,
