Effective June 4, 1998, dialing procedures for Spain have changed.? There was
a two-month transition period that started April 4.? I'll append to this
message an article in Spanish about the change. Basically, an initial 9 must
precede the area code for any international call into Spain, and the area
code must be dialed for all calls within Spain, even local ones.

(Slightly confusing background: Spanish business cards, letterheads, etc.,
and if memory serves even Spanish phone books, always list area codes as
beginning with a 9: 91 Madrid, 95 Seville, 957 Crdoba, etc.? Technically
this was incorrect; the "9" is a prefix (like the "1" for long distance calls
in the U.S. and Canada), and the following one or two numbers are the area
code. However, with the change, "9" is no longer a prefix.? It must always be
dialed. As currently set up Windows uses the 9 only when your dialing
location is set for Spain. It removes it even if you put it in the area code
field.)

You should enter the "9" whenever you enter a Spanish area code in an address
book for any telephony application, including fax. Add it to Spanish numbers
already in your address book that don't have it. The lists of international
"city codes" found in U.S. phone books omit the 9, in which instance it has
to be added.

The change must be made in the Registry.? The Key is
HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/Current
Version/Telephony/CountryList/34/LongDistanceRule

Change LongDistanceRule to FG

(For those dialing from within Spain, the SameAreaRule should also be set to
FG, and Microsoft recommends changing the InternationalRule to the European
standard, 00EFG. For explanation of codes see under Windows 95, below.)

If you don't know how to edit the registry already, see your local computer
guru.? The program is called "regedit" and you can run it from Start-Run.?
It's not hard to use but if you make a mistake the consequences can be
severe.

You need to exit and restart any telephony programs running that may already
have read info from the registry.

For Windows 95, open the file telephon.ini, located in the Windows directory,?
with a text editor, like WordPad. Do not open it with a word processor unless
you know how to save a file in text format, without line wraps and formatting
characters.

add the lines:

I did not find it necessary to add lines for other countries, as some
instructions recommend.

The first "FG" (F is area code and G is local number) says that when dialing
within Spain, within the same area code, the area code is to be used.? The
second FG applies the same to the long distance dialing.? Note that if a 9 is
prefixed to this FG, which seems to make sense, the 9 will be only dialed
when dialing long distance from within Spain, and it will be stripped even if
in your address book when dialing into Spain from abroad. The 00EFG is
Microsoft's recommended change for dialing internacional calls from within
Spain, changing from 07 access to the European standard access code 00.

(Those dialing from within Spain can, if they wish, use 9FG for both values
and enter area codes without the 9 "prefix", though that seems confusing to
me.)

Save the file.? Restarting Windows not necessary.

In the [Countries] section of telephon.ini,
find the line that begins? Country34=

On that line, change 9FG to FG.

This tells Windows not to prefix a 9 to the area code. You can then enter a 9
in the area code field of your address book. (Without this step, the 9 will
only be dialed as a prefix within Spain, apparently.)

(For those dialing from within Spain, the SameAreaRule should also be set to
FG, and Microsoft recommends changing the InternationalRule to the European
standard, 00EFG. Explanation of codes given under Windows 95, above.)

Save the file. Restarting Windows may be necessary

Todos los nmeros de telfono tienen desde ma?ana nueve
guarismos, aunque la llamada se produzca entre dos usuarios
de la misma provincia. Esta medida forma parte del Plan de
Numeracin elaborado por Fomento, que busca de paso ?paliar
la escasez de nmeros disponibles y facilitar la competencia?.
Telefnica ha destinado ms de 80.000 millones a las
inversiones de las que forma parte esta innovacin.

A partir de la una de la madrugada del sbado, el
usuario deber anteponer el cdigo provincial al
nmero habitual, incluso dentro de la misma ciudad.
Para las llamadas interprovinciales no hay cambios. Se
trata de acostumbrar al cliente porque hasta el 6 de junio el nuevo
sistema de numeracin impuesto por el plan de Fomento ser
compatible con el antiguo, que exige seis o siete dgitos dependiendo
de las provincias. Desde el 6 de junio hasta el 18 de julio, una
grabacin advertir al usuario despistado de que debe marcar los
nueve dgitos.

Otra medida que entra en vigor ma?ana afecta a las llamadas que se
hacen desde el extranjeroel usuario deber marcar el prefijo
provincial completo, incluido el 9 (adems del 34 que se precisa para
comunicar con Espa?a).

Y tambin se modifican las llamadas de servicios especiales que
ahora comienzan por 00 (como el nmero de informacin de la
propia Telefnica). En estos casos, deber anteponerse el 1. Por
tanto, para llamar a Informacin ha de marcarse el 1003.

Las llamadas a servicios de emergencia y al extranjero seguirn
como hasta ahora. Por tanto, la polica contina con el 091.

Telefnica asegura que ha invertido alrededor de 80.000 millones de
pesetas en toda la renovacin tecnolgica que incluye estas primeras
directrices del Plan, aprobado en Consejo de Ministros el pasado 14
de noviembre. Algunas centrales analgicas han sido sustituidas por
centrales digitales -de mayores prestaciones- y las que no han sido
totalmente reemplazadas han incorporado tecnologa de este tipo. La
compa?a ha destinado casi 1.000 millones ms a una campa?a
publicitaria.

La primera experiencia de este tipo comenz en la provincia de
Zaragoza hace un a?o y medio. Todos los usuarios de all han
marcado desde entonces el 976 que identificaba a la provincia en el
antiguo sistema de numeracin para realizar sus llamadas locales.
?La experiencia ha sido un xito?, afirm ayer un portavoz de
Fomento.

Otras medidas del plan se dejan para ms adelante. Es el caso del
prefijo internacional -el actual 07 deber convertirse en un 00, el
mismo que ya funciona en el resto de Estados miembros de la Unin
Europea-, o de la numeracin de los telfonos mviles, que deber
comenzar con el 6. En el ministerio de Fomento barajan el 1 de
enero de 1999 como fecha de entrada en vigor para estas medidas.

El nuevo plan pretende, segn Fomento, racionalizar el servicio
telefnico de tal manera que los usuarios puedan identificar el primer
dgito de cada nmero con una prestacin. Asimismo, se
aumentarn los nmeros disponibles, con lo que crecern tambin
las posibilidades de asignar nuevas cifras, ahora que adems de
Telefnica existe ya un segundo operador, Retevisin, y pueden
llegar ms.

Para informar a los clientes sobre el mecanismo de adecuacin al
Plan, Telefnica facilita dos nmeros gratuitos, el 900-123999 para
particulares y el 900-300555 para las empresas, donde los usuarios
pueden consultar sus dudas.
