Start win me from start up disk?

Start win me from start up disk?

Earlier when shutting down win me, the message "It's now
safe to turn off computer" did not appear. Now pc can not
be started. When power on, it says on a black
screen: "Boot failure: System halted" I have a start up
disk. Can I use this to start the pc? What option do I
choose? I am thinking if I can get to the system recovery,
I may be able to restore the system back to the earlier
date. Please help. Thanks
