From ATI:
The RAGE FURY MAXX driver included with Windows XP does NOT support OpenGL
or ATI Multimedia (DVD) Features. RAGE FURY MAXX support for Windows XP is
limited to Display Drivers ONLY.
DVD Playback and other multimedia features of the RAGE FURY MAXX Products
are NOT SUPPORTED in this operating system.
Looks like maybe a new card is the way to go.

It is a limitation of the card in WinNT based OS' (of which Windows XP is a member of).
