XP Pro will not address more than 3gb memory and 4gb
minimum is required for the /3gb switch. Is there a
hotfix to fix the memory limit?

No, it is the limit for 32-bit processors. It's the end
of the line for 32. Only 64-bit lets you go higher.

2^32 = 4,294,967,296 = 4 GB

Nothing can "hotfix" this because it's a limit of the
number of bytes the processor can address.
