Limited user account cannot enable/disable LAN

Hi,

On my Windows XP Pro, I connect to the internet through my "Local Area
Connection" and enable OR disable it when required.
This works perfectly for my administrative account but I would like to
give this functionnality to other limited user account using my Pc !

I cannot find the simple way to do this, as I don't want to give admin
rights to other accounts.
Any help or suggestions are welcome.

How can I restrict internet availability only for a
limited user account (requiring password to access
certain questionable pages), and still allow the
