Don't get download dialogue box when I click 'download now'

It's been happening for a while (IE 5, IE 5.5, IE6).  I'm
assuming it has something to do with something screwed up
with my file types, but I can't figure it out.  I'm
guessing it's something I did or another program did, but
in order to download any programs (if I it doesn't allow
me to right-click and do 'Save Targe As') is if I use
Netscape.  Please advise. - Thanks.
