How do you turn off DLLCACHE ? How do you...

How does C:\WINNT\SYSTEM32\DLLCACHE get turned off.  Windows XP and Windows
2000 are both paranoid operating systems.

My question arises because I do NOT want to have to wipe the hard drive to
reinstall IE 6.0 on an XP machine.  Can anyone provide me the name of the
individual and/or group of people that made XP and Win 2k into PARANOID
operating systems ?

The reason that I call them PARANOID is because they worry about things.
The files in the DLLCACHE folder somehow are restored out of the blue from
some location of which I can NOT currently determine.  Furthermore, if I
delete IEXPLORE.EXE from C:\Program Files\Internet Explorer and if I delete
it from DLLCACHE, it gets copied from some other place on the hard drive to
DLLCACHE, and back to C:\Program Files\Internet Explorer.

What is the name of the people that did that?  They need to be dragged
around by their noses because they obviously can't smell what's on their
lips.

The people that support them need to be dragged around by their lips so that
they don't spread that smell on thier lips to anyone else.

And why does Internet Explorer 6.0 say that Internet Explorer 6.0 is not
installed ?

Why must I reinstall a whole fricking operating system to fix a problem with
a web browser?

Why does Microsoft's website think it's smarter than me?

Why does the operating system try to outsmart me?

There has to be answers to all these questions.  Who did it???

The guy in charge of that needs to have his lips wrapped around his face, so
he can smell whats on them!

Is there a way to fix a corrupted IE 6.0 without doing a complete OS
reinstallation?
