I am having trouble opening link which are meant to open in a new browser
window, trouble is they just won't.
I have checked the options in the ie option part in the tool tab and have
also tried the repair option in the add/remove section
any help would be much appreciated

If you did this could be the problem, you could also try changing the
advanced option in IE to tick the box that says 'Always send URLs as UTF-8
(requires restart)' this sometimes works.
