I have a TV-OUT card and was wondering how can I watch
DVDs from my PC to my TV.

I've connected the video cable from my TV-OUT output to my
TV's video in port. What next? I tried to switch to video
mode on my TV but nothing shows up.

Control Panels | Display | Settings | Advanced | Displays tab
and click the upper-left button above the TV image. You might
have the change the screen resolution first.
