You could put in a repeating entry into Agenda every 28 days, starting
on the date of a full moon.

Sorry, but that's not correct.
The moon cycle from full moon to full moon is
29.53059 days (29 days, 12 hours, 44 minutes, 3 seconds).

There is a program called PROCYON which pretty much gives you any
astronomical information you may need.  It does provides the inforamtion
on moon phases.  Do you need the the dates and times of the phases or
also a graphical view of the current phase?
