Unable to get automatic emails to work

I am unable to get the messaging to work.  Using file system because AD also
decided not to work for us.  Can't get the messaging to send emails to users,
and also the system will not send updates to the administrator unless they
check the box saying "Send email notification".  If this is left unchecked, the
draft just goes into limbo and nobody can access it any longer.
