The cost between these two[refurbished] is about $500.
However, which is better, faster, and so on?

Integer performance is very similar between the two although the 735 is
measurably better in floating point.  The 735 also has more open card
slots and until Visualize graphics for the 715 were released also had
the edge on high end graphics.  

The question of which is better depends as usual on your application.

There should be a bunch of SPEC CPU benchmark figures for the two
systems at http://www.specbench.org/

The 715/100 has a fixed, built-in Ethernet and a single EISA slot for
I/O expansion.

The 735/99 has a built-in Ethernet that can be replaced with a
single-attach FDDI interface, and a single EISA slot for I/O
expansion.
