Apropos is your friend:  M-x apropos RET backup RET produces a list
with "backup-inhibited" in it.  Indeed, the documentation is
promising:

,-----
| backup-inhibited's value is nil
|
| Documentation:
| Non-nil means don't make a backup, regardless of the other parameters.
| This variable is intended for use by making it local to a buffer.
| But it is local only if you make it local.

1. backup file creation?

[Andrew J. Esposito]

|   How do I turn it off?

(setq make-backup-files nil)

you can still obtain a backup by prefixing C-x C-s with two or three C-u's.

|   (put 'eval-expression 'backup-inhibit 1)

what was this supposed to do?

|   .emacsrc

never seen .emacsrc.  whatever uses this?  that XEmacs thing?
