.net native client error: Request Entity Too Large

I wrote a .net client application, which calls a webservice to transfer file from client to server.
I tested the client and webservice on the same pc, it works very well.
but when I deployed the client to another pc, it works not so well: when i transfer a file that is
less than 800k, it is ok, but if the file to be transfered is larger, it will throw exception:

The request failed with HTTP status 413: Request Entity Too Large

and i have set the web.config of the webservice to accept largelength of http request:

<httpRuntime maxRequestLength="8096"
         executionTimeout="80"/>

i don''t know what''s wrong with it, is there need any configuration for the client when it is deployed.
or there are some problem with my programe?
