When in Money 2002, can a backup file be created so that
it can be restored in Money 2000? Is there any way at all
to take data from 2002 and somehow restore it in 2000?

No.

In total? No. For a subset? QIF export/import. But it only get some
transaction data for some types of accounts and leaves much hopelessly
behind and has many complications that must be understood to have success
even in its narrow realm of usefulness.

Why the fascination with going from a version that's three behind to one
that's five behind?
