How do I turn on XFC caching?

Folks:

I can't get XFC to work either.  Is there a 7.3 patch?  I haven't been able
to locate it online.

XFC is Alpha only. Or maybe Alpha/Itanium only.

1. How do I turn on XFC caching?

The VMS 7.3 System Manager's Manual says about Extended File Cache
(XFC):
  This data cache is available on OpenVMS Alpha Version 7.3 and later,
  and is available only on OpenVMS Alpha. It provides better performance
  and more capability than VIOC. XFC is the default cache on OpenVMS
  Alpha Version 7.3 and later.  

However SHOW MEMORY/CACHE shows the following:
  Vols in Full XFC mode     0    Vols in VIOC Compatible mode      13
  Vols in No Caching mode   0    Vols in Perm. No Caching mode      0

Until a few months ago, the cluster included a VAX at 7.2, so this was
expected.  Now the VAX is gone, but the caching mode is still VIOC.  
Anybody got any idea why?  Or should I even care?

The cluster is
   AS DS20 6/500 running OVMS 7.3
      (with SCSI controllers and disks)
   AS 800 5/500 running OVMS 7.3
      (with SCSI controllers and disks)
   DSSI bus with two HSD05's.

   Sysgen parameter VCC_FLAGS is 2 (default, select XFC) on both
systems.
