top tool bar

Not sure what to call it, but is there a way to get that tool bar across
the top of photoshop, and illustrator, the one that has the icons for
saving, printing, open file, etc.?

What do you mean "get it"??

If you want to use it as a graphic for a site, just do a screen capture with
the program running as the primary program.

You mean a button bar?

Photoshop doesn't have a button bar.
