Is there any way to deconvolve an image from a fisheye lens to rectilinear
perspective in Photoshop or is their a  plugin that will do this?

For a very detailed discussion and examples of fisheye images converted
into rectilinear perspective see the following web site. The conversion
can be readily done with standard Photoshop (no additional plugins
needed). An example action file is included at this web page for
automating the process when combining multiple fisheye images.

Hi,
You might like to hit: http://www.ipix.com/  They actually sell viewers
and cameras (and hold patents) all utilizing fish-eye lens photography.
Really cool to use.
