Pagemaker will allow you to edit the .pdf document fully...

You can edit them to a limited extent using Adobe Acrobat Exchange, which
costs about $130.  This is the same package that allows you to create PDF
files from any type of source file in PostScript.  As a general rule, PDF
files, like the PostScript from which they are derived, are intended to
format information for printing or display, and provide very limited
possibilities with respect to editing.

Bzzzt! Sorry, thanks for playing. Pagemaker can export faithfully to PDF,
but can't edit them. However, Adobe Illustrator can fully edit PDFs, one
page at a time. (Note that editing here means changing the text and
graphics, not adding hyperlinks and multimedia like Exchange can do.)
