I can't explain all the traffic at povray.org, but the final release of WinPov
has been out for about a week now.  Check the Official-3.0 directory of
povray.org.

If you're having trouble connecting, you can get the POV 3.0 stuff (all
platforms) from ftp://tvd0007.urh.uiuc.edu/pub/povray3  (no waiting).
