TV or Video stills as PICTs on a Mac?

Sorry if this might turn up as a FAQ, though I searched for it... and found
no definite documentation:
Basically I would like to know whether there is a cheap video-digitalizer
which allows TV or Video recorders still screens (not to make QuickTime
movies or watch telly "a la MacTV") to be captured as PICTs on a Mac for
later use as startupscreens or retouched later on with graphics s/w. Saw it
on Amiga ages ago...
I am using a Mac Si with Sys. 7.0 with 17 meg RAM and no VRAM.
Any help will be appreciated.

SuperMac's Video Spigot can do this...
