You are correct, it is an EPROM, but not a blank one. The data it has been
programmed with is a set of bitmaps, one for each character the text screen
can display. In the very early days of the Apple II, a 2513 character generator
ROM was used, hence the designation "ROM SPCL". I forget what point they began
using pre-programmed 2716's instead, but I know it was before revision 7 since
my original II+ was that and it used a 2716. I replaced it with custom 2716's
of my own a few times; it is neat to do everything in a totally different font
and still have the speed of the text screen. Any time you see "II+ lower case
character generators" being sold they are simply programming a 2716 with a //e
character set and selling it. I made one of those too; it's still in my II+.
