Error in Application Log

I am occassionally getting this error in my Application Log...does anyone
have any insight on how to fix it?

1. Errors in the Application log regarding Group Policy applications

Hello
Recently I was checking the application event logs on our
three Windows 2000 Domain Controllers and I saw the
following messages:

A Userenv Error with the following message:
The Group Policy client-side extension Security was passed
flags (17) and returned a failure status code of (5).

and, at close to the same time, you see a SceCli Warning
with the following message:

Security policies are propagated with warning. 0x5 :
Access is denied.
Please look for more details in TroubleShooting section in
Security Help.

After much troubleshooting I found that by uninstalling
IIS and SMTP these errors when away and the Group Policy
was applying fine to our DC's again.  Does anyone know why
this would be?  Also, what do I do if I need ISS and
SMTP?  Basically I am looking for more information.  What
is the client-side extension Security the messages are
referring to?  Thanks.
