035 is Eastern US and Canada

We are experiencing an odd problem:
We put the entry:
- - - -
[GuiUnattended]
TimeZone ="090"
- - -
in the disquette winnt.sif file.
However, after setup completes, the time zone is always the default
(Tijuana) one.
