Dual boot Win 98/Win 2000: Win 98 won't restart or shut down

I added win 2000 to a Win 98 system so that I could dual boot.
Each OS is on a separate drive.

Win 98 will no longer shut down or restart.
I have to use the reset button or the power button after the Windows splash
screen comes up telling me that Windows 98 is shutting down (or resetting).

And then when the system restarts, Win 2000 has to run scandisk because the
drives did not close cleanly.

Any ideas?

Could power management be the culprit?

I think APM is the culprit.

I went into setup and disabled APM and unloaded the drivers in start up.
I was able to restart Win 98 last time.

Oh well, that's a sample size of 1. Let's see what happens next time.
