Cluster freezes

We are running Windows 2000 cluster on EMC disks and
Exchange 2000. Every so often the machine with the Quorom
disk will freeze up so that you can't start cluster admin
on any server and the will be unable to connect to the
server with the quorem disk although Exchange continues to
run. Any suggestions? I removed Terminal services last
week thinking that was the problem.

Win98 freezes without warning.  It freezes under
different operations but never have warning.
Have ie4.0 installed and Netscape 4.5.  Would this be a
problem?  Is there anything that will pinpoint the problem?
Have looked at resource meter and system info, no problems, no
IRQ conflicts and it says that there is no software conflicts.
Also have a lan card installed.  Clean Win98 install not an upgrade.
Is there a patch I might be needing or a service pack?
Help, it froze on me while I was writing this note!!
