USR 28.8 vi internal won't connect

I recently purchased and installed a USR Sportster 28.8 vi Internal
modem....ran the diagnostics on the attached quicklink disk...and no
problems were reported...when I try to dial out, I have no problem
getting the dial tone, no problem dialing...then I hear the
ring...hear some screeching and then a flat tone...kinda like a dial
tone.  If I just let the sequence play out I will get a response that
the computer I dialed did not answer or something to that effect.  I
have tried connecting to a local BBS, my Internet provider, AOL and
Prodigy and cannot connect with any of them.  I did talk with USR
gentleman this morning and he went through everything and gave me an
init. string to enter--which I did via Procomm Plus v1.0 but it still
will not connect.  I have lost sleep--foolishly, I'm sure--and am now
back to using my USR Sportster 14.4 internal to get this out.  If
anyone could offer a suggestion I would be forever in your debt.  TIA
for any assist.

It sounds defective -- take it back to the dealer and get an exchange for a
new modem.

1. Can't Choose: USR Sportster 28.8 Vi or Supra 28.8...

If anyone can help me choose between these two modems, I would greatly
appreciate it!

I like the idea of Caller ID, and I believe both have this..

Is Flash ROM (supra) that great of a feature? Or, when an update comes
out, is it just as easy to wait for one in the mail?

I like the idea of the Voice Mail, but I also like the digital display
of the Supra... but are either any good?
