I promised to post a summary of the emailed responses I got.  Here is the
promised summary:

Only one person responded. He claimed that an IDE drive should be able to
forward bad-sectors when the drive is zeroed.  He suggested

        dd if=/dev/zero of=/dev/yourdiskd

I tried that, to no effect.

I ended up solving the problem by digging up a DOS-based hard drive utility,
and remapping the bad sectors using that.

it is my opinion that bad144 should be removed from the distribution.
i once had an old esdi drive and it and bad144 made my life unpleasant.

i don't think anyone really uses bad144
